Newborns pre-application
Newborns are particular in the sense that there must be a completed two-step process for them to be eligible to apply for a passport.
1- parents must apply for the newborns certificate of nationality with the Consulate General in San Francisco. (This process can take up to 6 weeks)
2- The Consulate General will then need to apply for an identification number or “numero de matricule” with the CTIE. Once the CTIE has listed the newborn in the Luxembourg registry (National Registry of Physical Persons) the passport process can then begin.
